Which operating systems are compatible with the software?

Does the synthesizer have non-volatile memory?
The SynthUSB does not. The SynthNV does..

Can I use an external reference?
Yes, but you will need to remove the crystal oscillator on the SynthUSB and solder on your own pigtail. See the ADF4350 datasheet for frequency range and amplitude. The SynthNV has the ability to use an external reference.

How small can I get the step size?
The version 2.0 software allows you to go down to 1KHz step by default. If you are willing to sacrifice phase noise and spurious performance lower steps are possible by using the "PLL Cntrl" tab.
